The election program of the head of state K.Tokayev instructed to demolish and replace 1,500 dilapidated residential buildings by 2029 and to transfer them to the owners of new apartments. In this regard, a program of renovation of the housing stock of Shymkent has been introduced.

Renovation is a program for the construction of dilapidated housing, instead of a new one. There are more than 2,000 apartment buildings in Shymkent, of which more than 70% are residential buildings that have existed since Soviet times. There are 107 residential buildings in the city, of which 13 are located in the Abai district, 44 in the Al-Farabi district, 7 in the Enbekshi district and 43 in the Turan district. Before demolishing a house, the consent of the tenants must be taken. The housing will be demolished only after obtaining the full consent of the residents.

Currently, a program of renovation of dilapidated houses has been launched under the leadership of the Akimat of Shymkent city. As part of this program, it is planned to build a 36-storey modern residential building with 7 floors instead of an 8-apartment two-storey old apartment building at 72A Bezdeleva Street in the Enbekshi district. On August 10, in connection with the demolition of the old house, a resettlement ceremony was held for about 50 residents. It is worth noting that this project is carried out under the auspices of the Shymkent SEC and is fully funded by the investor.

Apartment buildings and multi-storey residential buildings recognized as dilapidated in accordance with a technical report may participate in the program, provided there is 100% consent of apartment owners to participate in the Program.

A house is recognized as emergency or dilapidated on the basis of a technical report issued by an independent expert organization:

• emergency — by decision of the maslikhat of Shymkent city;

• dilapidated — by decision of the Construction Department of Shymkent city.

The list of houses and information about the renovation program are posted on the official website of the Company spkshymkent.kz in the “Dilapidated Housing Renovation” section. The goals of the program, the main directions, and the implementation procedure are also provided there.

Yes, you can. A house may be included in the list of renovation facilities if there is a technical report and 100% consent of all apartment owners. The decision to include the house is made by the Construction Department of Shymkent city, which is the Program administrator.

The services of the independent expert organization for preparing the technical report are paid for by the residents of the house who are the owners of this housing.

JSC “SPK “Shymkent” is the authorized organization of the renovation program that helps the program operate and connects residents, investors, and local executive bodies.

Within the framework of the program, JSC “SPK “Shymkent”:

- provides investors with information about houses included in renovation;

- participates in meetings with residents and explains the terms of the program;

- supports investors in interaction with local executive bodies;

- if necessary, participates in the project financially and provides apartments for the resettlement of residents.

Also, SPK has the right to exchange apartments in its ownership for housing participating in the renovation program.

The renovation program is aimed at improving the housing conditions of all homeowners participating in the program. All categories of citizens, including socially vulnerable groups of the population, have equal rights.

The exchange of apartments is carried out on a “room for room” basis, while the area of the new housing must not be smaller than the area of the apartment in the house participating in renovation.

If the renovation program is implemented at the expense of SPK, no additional payment is required.

If the program is implemented through an investor, the exchange conditions are discussed individually with each owner.

The exchange of apartments with SPK is formalized through a notary. Payment for notary services is made by the owner of the apartment participating in the renovation.

If the apartment is encumbered, the exchange is possible, but the consent of the pledgeholder is required.

If the apartment was redeveloped and, as a result, the number of rooms increased but the area of the apartment did not change, SPK provides a new apartment based on the number of rooms indicated in the original technical passport of the house participating in the renovation.

Yes, after registering ownership of the new apartment, you may dispose of it at your own discretion, including sale, gift, and other forms of transfer.
